At the beginning of the game for the Mobile Strike server, the general level of resource and rebel target level distribution is largely dependent on the distance it has from the center. The closer the resource tile spawns to the center, the more likely that it will have a higher level. It is important because higher resource tiles have higher chances at gathering a higher level material and higher resource value per tick.
The center of the state can have different names such as Missile Silo or Biochemical Plant.
As the server progresses, the distribution may alter depending on the actual player bases. For example, higher level player bases have higher chances of spawning ~+1 level of resource tiles around them.
Important Map Boundaries
Below is a quick overview of the resource boundaries. Starting from Level 4 resource tiles, they span from X:0 to X:512, the Y axis is the only number that you should care about. The boundaries as as rough guidelines since the actual resource level distribution is a circle.
